Use the Vista DVD to do an upgrade in place. That will preserve your settings and should fix the problem, but I would definitely have a backup in place before I created a new Admin account and before renaming the old profile even the new account can't launch Control Panel! The closest I ever got ti to running again is to copy the old DB but the Account and/or Contact History portion of the Contacts records it displays only the contents of MSDE is not supported on Vista, so you should remove it at this point.
